One of the biggest social issues in Japan is the increasingly low marriage rate among young people and the small birth rate, which led to an aging and eventually shrinking population. Most young Japanese women simply don't seem interested in having many children.

Now what began in Japan is happening globally. As David Brooks wrote, birth rate is becoming smaller inmuch of the world, from Iran一1.7 births rate per woman一to Russian, where low birth rates connected withhigh death rates mean the population is already shrinking. And this includes US, which has long had higher birth rates than most developed nations. Aging countries will face the burden of caring for large elderly populationswithout a larger resource of young workers.

It's true that global aging is going to present some major challenges. Who will take care of the elderly? Will an older world be less active and slower to change and adapt? It's all true. Sometimes I worry about a coming generational war over resources, just as I worry about how I will take care of my own parents in their old age, just as I worry about who might take care of me.

But here's the thing: an older world may have less pressure on the environment. As we all know, the environment is the real victim of overpopulation.

So maybe a world that grows slower and grows older will put less pressure on the environment, and buy us afew more years to ensure our energy use, along with our birthrates, reaches a sustainable(可持续的)level. Afterall, we're supposed to get smarter as we get older. Hopefully that holds true for the planet as well.

Ever since I was old enough to dream, I have imagined myself soaring with the eagles. My love of flying hasshaped the way I live and the person I have become. Two years ago, that passion rocketed to new heights when Ihad the opportunity to visit Embry Riddle Aeronautical University in Arizona. During my time in and above the Arizona desert, I learned not only about the mechanics and techniques ofaviation, but also about myself and how I see the world. As I floated in that seemingly endless sea of air, I becameaware of the variety and complexity of the humanity below. On the ribbons of roadways, each tiny car carried people with hopes and dreams. I wondered if any of those people had ever wished to fly like an eagle. Then I realized that each must have his or her own dreams and ambitions. That's what makes us unique. We try to respond to something special inside us. I also realized that I was especially fortunate to be making my own dream come true.

Everywhere I go, I hear, "Do what makes you happy and you will be happy." It's rare that you see the words "shyness" and "leader" in the same sentence. After all, the common viewpointis that those outgoing and sociable guys make great public speakers and excellent networkers and that those shypeople are not. A survey conducted by USA Today referred to 65 percent of executives who believed shyness to be a barrier to leadership. Unlike their outgoing counterparts who are more sensitive to rewards and risk-taking, shy people take acautious approach to chance. Rather than the flashy chit-chat that defines social gatherings, shy people listenattentively to what others say and absorb it before they speak. They're not thinking about what to say while the other person is still talking, but rather listening so they can learn what to say. Along the same lines, shy people share a common love of learning. They are intrinsically(内在地)motivated and therefore seek content regardless of achieving an outside standard.

Being shy can also bring other benefits. Remember being in school and hearing the same kids contribute, until shy little Johnny, who almost never said a word, cut in? Then what happened? Everyone turned around to look with great respect at little Johnny actually talking. This is how shy people made good use of their power of presence: they "own" the moment by speaking calmly and purposefully, which translates to a positive image

Shyness is often related to modesty. Not to say that limelight-seekers aren't modest, but shy people tend to have an accurate sense of their abilities and achievements. As a result, they are able to acknowledge mistakes, imperfections, knowledge gaps and limitations.

Since shy people have a lower sensitivity to outside rewards than outgoing ones, they're more comfortable working with little information and sticking to their inner desires. Shy people are also more likely to insist on finding solutions that aren't primarily apparent. Don't believe me? Maybe you'll believe Albert Einstein, who once said, "It's not that I'm so smart, It's that I stay with problems longer." Obviously, finding certainty where uncertainty is typically popular is a huge plus for any successful person.

The myth that shy people are less effective leaders than their outgoing fellows is just a misunderstanding.Make wise use of your personality strengths to lead your business no matter what side of the range you fall on.

下水道是城市的良心。按照传统的城市建设模式,埋藏在地下的管线,由于缺乏统筹,不同部门的管线分别占用不同的土地资源,在改建、迁建和维修时经常要对城市道路“开膛破肚”,形成所谓的“拉链路”,既影响了城市景观、降低土地利用效率,同时对人们的生活、出行都造成较大的影响,还提高了市政基础设施的维修成本。

地下综合管廊的建设,则有效解决了这些问题。地下综合管廊将电力、通讯、供水等多种市政公用管线纳入统一规划、设计、施工和维护,能够充分利用地下空间、节省投资,对拉动经济发展、改善城市面貌、保障城市安全都具有不可估量的重要作用。

为贯彻落实《国务院关于加强城市基础设施建设的意见》(国发〔2013〕36号)和《国务院办公厅关于加强城市地下管线建设管理的指导意见》(国办发〔2014〕27号)精神,进一步推进地下综合管廊建设,住房城乡建设部在广东省珠海市组织召开全国城市地下综合管廊规划建设培训班。国内外著名专家,对综合管廊的规划设计、建设标准、建设融资等方面进行了全面系统地讲解。住房城乡建设部部长陈政高出席培训班座谈会并作重要讲话。 陈政高会上表示,下水道也好,地下管网也好,虽然看不见,但是它的状态如何,却折射出一个城市的竞争力、一个城市领导者的责任。所以要树立起责任心,要有开放的心态、改革的决心,改革体制机制,改革公用企业,加快推动综合管廊的建设。

而由财政部、住房城乡建设部组织的2015年地下综合管廊试点城市评审工作中,根据竞争性评审得分,包头、沈阳、哈尔滨、苏州、厦门、十堰、长沙、海口、六盘水、白银等排名在前10位的城市进入了2015年地下综合管廊试点范围。

全国城市地下综合管廊建设也由此正式拉开序幕。蕾奥君在此与大家分享十堰市地下管廊地下管廊试点实施方案。

2015年1月,财政部、住建部印发了《关于组织申报2015年地下综合管廊试点城市工作的通知》,决定首次采取省级推荐、资格审核、竞争性评审的办法,在全国选择部分城市开展地下综合管廊建设试点工作。十堰市在湖北省13个城市的评审当中位列第一,被湖北省推荐参加了2015年全国首批地下综合管廊试点城市的申报工程。4月8日,财政部和住建部联合在北京进行全国地下综合管廊试点城市竞争性评审工作,全国34个候选城市通过第一轮专家评审后,确定15个城市进入竞争性评审,十堰市凭借良好的工作基础、丰富的建设经验、系统的发展理念等优势,顺利通过了竞争性评审。

一、十堰市基本概况

十堰地处中国地理版图几何中心,位于鄂豫陕渝四省毗邻地区,自古就有“南船北马、川陕咽喉、四省通衢”之称。

十堰是汉江流域的节点城市,国家南水北调中线工程核心水源区、国家生态文明建设先行示范区。十堰因车而建,因车而兴。短短四十年间,从一个山间小镇发展成为现代化汽车城。全市国土面积2.4万平方公里,总人口350万。城区面积1100平方公里,建成区面积106平方公里,常住人口120万。道教圣地武当仙山,闻名世界;亚洲第一大人工淡水湖--丹江口水库,碧波万顷;中国卡车之都,驰名中外。仙山、秀水、汽车城,三张惊世名片,让十堰享誉全球。

二、实施方案

建设目标:按照城市总体规划和地下综合管廊专项规划,通过3年努力,建成超前性、示范性、可持续性的科学合理的综合管廊骨架网络。

主要任务:一是在城市重点区域建设13个地下综合管廊示范项目,新建地下管廊长度50公里,服务范围71平方公里,服务人口约71万人;二是引入社会资本,创新PPP运行机制;三是完善政策配套机制。

建设内容:确定在新城区、旧城改造核心区和重要工业区三类城区建设干线、支线、缆沟三层次有机结合的

地下综合管廊体系。在郧阳新区建设环形结构主干线管廊,在旧城核心区建设两横四纵结构主次干线管廊,成网

成片,层次分明,系统完善,配套设置两处控制中心。

技术标准:以百年工程为标准,地下综合管廊纳入供水、雨水、电力、通信、广播电视、热力、燃气、中水等八类管线,并对通信、电力等未来需求预留支架。对于地下综合管廊干线和支线,参照国际先进标准,配备完善的消防、通风、监控等设施,设置人行和人力架子车检修通道,干线Ⅰ型断面超过35平方米;对于缆沟建设,{2017十堰市政府工作报告}.

结合十堰多年行之有效、低成本的综合管沟经验,浅层敷设。

技术创新:结合十堰城区地形特征,将山洪水单独排入河道,城区入廊雨水分片就近排入河道,并采取初期雨水截流措施保障丹江口水库水质。结合特有的地下人防通道布置地下综合管廊交叉转换或长输综合管廊,进行

综合开发。
